(The Government of Canton has, I may add, decreed the abolition of the mui-tsai system but, having regard to the results of the anti-gambling, anti-opium and anti-prostitution edicts issued by the same administration it may I think be doubted whether the number of mui-tsai employed in Kwangtung is likely to be materially diminished in consequence),

There may be some cases of 're-sale' but I

do not consider that they are likely to be numerous and I am afraid that we cannot do anything effective to prevent

them.

At the worst, the girls affected will be

in no worse position than they are at this moment, except

for the greater protection against ill-treatment afforded

by British law and, as I have repeatedly observed, cases of ill-treatment are really rare.
